To ensure that the District’s horticultural industry remains nationally and internationally competitive, it is important that sufficient suitable sites are available. To support this activity, the Council has designated Horticultural Development Areas (HDAs) in the countryside, where glasshouses and related facilities, including pack houses, may be allowed and the impact of their large size and bulk is minimised.
