Proportion of working age (19 years to retirement age) population qualified to at least level 4 or higher. People are counted as being qualified to level 4 or above if they have achieved qualifications equivalent to NQF levels 4-8. (Level 4-6 qualifications include foundation or first degrees, recognised degree-level professional qualifications, teaching or nursing qualifications, diploma in higher education, HNC/HND or equivalent vocational qualification. Qualifications at level 7-8 include higher degrees, and postgraduate level professional qualifications.
